S isarrThe client’s reasons for the establishment of the ISARR information system:

ISARR is the national information system of the RS, which supports the implementation of development programmes of the European cohesion policy, which has the objective of reducing the development, economic and social differences between EU member states. The implementation of the European cohesion policy in Slovenia is the responsibility of the RS Government Office for Local Self-Government and Regional Policy, which required an information system to establish support for the operational processes of planning, implementing and monitoring the implementation of development programmes, projects, instruments and operations as well as to enable the drawing of EU funds through claims for reimbursement.

Solution:

ISARR (developed by Comland in a consortium of four contractual partners) provides support for the operational implementation of the European cohesion policy:

  • Keeps track of over 100,000 development programmes (on various levels).
  • Used by over 2500 users (over 2000 users who co-edited the information available on ISARR) and business entities (public administration, companies) with various functional demands (claimants, contract custodians, bid custodians, controllers, people in finance, analysts, administrators, etc.); 100–150 users using the system simultaneously.
  • Provides support for cross-border projects for users from the neighbouring countries: Austria, Croatia, Hungary (multilingual support).
  • Includes 10 applications / modules that support the processes of planning, implementing and monitoring development programmes, including the process of drawing EU funds (five main financing scenarios).
  • Supports more than 10 types of dynamically adjustable processes that include dynamically adjustable process controls and consequences.
  • ISARR is connected to more than 10 other public and finance information systems (the most important of which are MFERAC, IS-PA, APZ.NET, AJPES, eCRP and ISCSD).

In addition to designing and developing the system, the consortium of contractual partners also handles the upgrading and expansion of the system in accordance with legislative and other relevant changes.
