S iscsdThe client’s reasons for the establishment of ISCSD:

Social Work Centres (CSD) operate within the context of MDDSZ. To ensure successful implementation of various laws in the field of social transfers, they needed a system that would:

  • provide uniform support when it comes to decisions about the eligibility of individuals to receive public funds,
  • provide support for payments of public funds,
  • hold a unified database of all claimants of public funds,
  • enable specific information to be provided to other government bodies and relevant users.

Solution:

ISCSD is used by users in CSDs, at the Human Resources Development and Scholarship Fund of the RS, at MDDSZ and in the central unit of the Ljubljana Bežigrad CSD. With the help of ISCSD, users – CSD employees – are able to verify eligibility for public funds based on user requests or as part of their official duties.

Comland handles the following ISCSD elements:

  • partial payment for loss of income,
  • home care assistant
  • reduced working hours,
  • parental leave and parental compensation,
  • exemption from social security payments,
  • scholarships (national scholarships, Zois scholarships, company scholarships, Ad futura, etc.),
  • transport subsidies for secondary school and university students (in development),
  • rent subsidies (in development).

The system enables:

  •  the acquisition and processing of data and information required to make decisions regarding eligibility for public funds,
  • connections to databases such as the Employment Service of Slovenia, Public Guarantee and Maintenance Fund of the RS, Tax Administration of the RS, Health Insurance Institute of Slovenia, Public Payments Administration of the RS, etc.
  • the implementation of decision-making processes on levels 1 and 2 from the input of applications received to the issuing of relevant administrative acts, accompanying letters, notices, etc.
  • the compiling of various statistics and extracts,
  • the managing of a database of public fund claimants,
  • monthly calculations of data required for the payment of rights granted to claimants, the transfer of such data to the Public Payments Administration and the storing of control data,
  • the archiving of data with inbuilt protection for accessing archived data, etc.

With the implementation of the Exercise of Rights to Public Funds Act, the system will provide a unified resource for acquiring information from 49 separate sources in order to establish a greater transparency of the allocation of public funds.

The system is user friendly, accurate and reliable. In addition to designing and developing the system, Comland also provides user support for system users and handles the optimisation, upgrading and expansion of the system in accordance with legislative and other relevant changes.
